Yes, you can to a degree build some muscle while losing some body fat simultaneously.
No, you will not get massive while at the same time getting ripped to shreds.
How To Build Muscle and Lose Fat
You have to understand, that to gain a lot of muscle you need to take in a high amount of protein and more calories then you body burns in a day. But to lose a lot of fat you need to take in less calories then your body burns in a day.
So the best way to get big and ripped is to do so in cycles, first a gaining cycle and then a cutting cycle.
But if you want to try to lose fat while building muscle at the same time, here is they way you can do it:
To build muscle mass, you have to train hard and keep overloading your muscles with different workout techniques so that your muscle never get too used to your workouts. This will keep them growing even while on a calorie restricted diet, of course you would gain more muscle if you had a calorie surplus.
To lose body fat, you have to reduce your calorie intake, I suggest eating a diet high in lean protein, that is low in fat and to get your carbohydrates from fresh raw fruits and vegetables rather then bread, pasta, grains, rice, potatoes, etc.
